How do I find a supervison monitor in Virginia for me and my grandchildren?

I have a CA (my residence) court order for visitation privileges a minimum of twice a month. Are their rules for who qualifies as a monitor? I suggested their other grandmother but the father refuses (even though they get along great with each other). The juvenile court clerk has no knowledge of this.
